Power Bi Convert Utc To Local Time

I can format, and i can timezone convert, i just cant seem to do woth at the same time without losing the formatting. I found he convert time as an action underneath the 'When and upcoming event is start soon (v2)' and converted from UTC to GMT and specified a time format. Converting UTC to PST.
